Title: Victorian Naval Books & Rules Recommendations?

I did ask this on TMP but got no meaningful responses so thought I would try my luck here - not sure if naval gaming is hugely popular but here goes!

I’ve just bought some of Tumbling Dice's lovely 1/2400 Victorian ships. Can anyone recommend a decent set of rules to get me started?

Also can anyone recommend any books which give an overview of naval power in the Victorian era? I'm primarily interested in Great Britain but any suggestions are greatly appreciated.

I agree on Sides of Steel and Sail and Steam (haven't played the third), though they represent different eras of the Victorian age.  A & A Games publish a number of rule sets for both the ironclads and pre-dreadnought eras (and I suppose there's sort of one in-between too, the 1870s-1880s stuff).  Naval Thunder by Steel Dreadnought Games also has a pre-dread set of rules.
