Are there any 28mm star-gates commercially produced??

Assume you are referring to the ring.  there are several on Shapeways.   Though the ones to scale a expensive.  The undersize HO scale one is about $11 and about three inches across.

This is definitely the most realistic looking one, have a couple myself.

Studio Bergstrom has both Milky Way and Pegasus versions available in 4" and 8" sizes, as well as event horizon effects and resin pedestal platforms.

And you can chose the gate colour from Red, Purple, Green or White.
