Has anyone here any views on this? The blurb from Chaosium is tempting. I’ll admit that part of me sees it as a sourcebook for games loosely inspired by “Babylon Berlin”......

Half the book is scenarios, so the sourcebook is the other half.
It's good but I wanted a little more of the city and less of the scenarios.

Thank you! I suspect that’s how I’d feel. How good is the random encounter / scene setting stuff?

No random encounter stuff, there hasn't been in any CoC supplement since the 1980s.
Its a good guide to Weimar Berlin including the seedy side, from the point of setting an investigation there. You could buy a period guidebook or two and get the same result but this book is more readily available.
