I've had pretty good luck getting obscure foreign films from EBay.

Yesasia (https://www.yesasia.com/global/en/home.html) sells a lot of asian dvd's and blu rays, not Always the cheapest option, but they have a great selection, just double check it has english subtitles before you buy. It's been a while since I've used it though, last few years it has mostly been japanese stuff and have found CDjapan is better for that.
The other alternative is torrents, AvistaZ has a lot of asian stuff
