Do you know when old town electd mayors?
Who could vote?

I mean : When a mushroom town becomes a real city and needed a mayor?
Who decided of that? and who could vote?
It could be part of my next large multi players scenario.
I know territories could became states when they reached a number of inhabitants but I don't know for towns.

As far as i can see, once it made the jump from settlement to town (so inclusion of a church, also both towns and cities have mayors) their is no set way with possibilities including a vote by all adult (and presumably white) males or even just the general assent of the people in a town meeting in less 'civilised' parts.
Also mayors could be strong or relatively weak depending on a host of factors.

No idea really. I do know that land could be bought or somehow acquired as a 'township' - now I'm wondering what sort of municipality rules might have applied, if any. Curious question you've asked.

There's always the "High Plains Drifter" option - local shopkeeps and others hire in a gunslinger to take care of the bad guys; gunslinger's terms are whatever he wants and so he appoints a new mayor (I know it was a sheriff in the film) ...
