As the title suggests, where could I find 28mm Eloi for a Time Machine project? Thanks in advance for any help.

Whereas a number of manufacturers have produced Morlock or Morlock-like minis (I recently purchase some from Lucid Eye Publications to serve as TNT Trogs), it doesn't look like there has been much interest in producing Eloi minis.
Your best bet may to be to look for manufacturers that sell ancient greek and roman civilians and slaves. You should be able to find people wearing simple shifts and either barefoot or in sandals. Ancient or dark age Irish or Celts may also work, as may ancient greek peltasts (minus the weapons).
I don't know how many minis you are looking for, but if it's more than a handful, then it seems unlikely that you will find one kit or set that will give you all the minis you want -especially if you want and equal mixture of young women and beardless men.

Infinity Engine sells a 28mm scale Molock Sphynx and Morlock vent kit. Pretty cool.

I have the Infinity Engine stuff and the Lucid Eye Morlocks. I wonder if these would make good male Eloi:

I do appreciate the suggestions. As for the Gangs of Rome figures, they are nice but the shawls and the togas are a bit off putting. As Koyote correctly states, there don't appear to be any real good examples of Eloi. Well, it's not like I have to maintain any historical accuracy. Togas and slingless slingers it may have to be. :)

If you are ok with longer garments (perhaps for the women) and are willing to put the time and money into kit-bashing, then Anvil Industry sells Female Robed Cultist Bodies.

With head swaps and disarming, some of the Perry Miniatures' Sudanese Tribesman may work. If you are willing to let your Eloi men go shirtless, you can utilize even more of the models from this kit.
