I've assembled 28mm cultists but I need something or somethings for them to summon and cause trouble. I figure the fantasy guys would know all the good miniatures.
I was mostly interested in metal miniatures, no bigger than 8"and not be too awkward or fragile with wide wings or sticking out bits (storage issue). It should be a creature or creatures equally believable in a Weird War/Pulp. Sci-FI, Fantasy or Occult setting. And please, no Cthulu blobs. Although, I would welcome either older (80s-90s) or modern miniature range suggestions.
Although i prefer 1-3 larger things, if cool enough, it could be large numbers of little annoying things. I have so far bought a demogorgon from Mirliton, some undead Nordic Giants from bronze age miniatures and have my eye on some of the Minifigs Valley of the Four Winds demons but I wanted to add some cool things. I am open to anything as long as it has a universal, classic appeal; ie. not too Warhammer or LOTRs.

Where do you start? Despite your concern over blobs, there's still load of great Cthulhu beasties that would work for this. Try EM4's Dunwich Detective range.

There's also an load of demon types that you could pick up from places like Heresy Miniatures.

Some of the older Warhammer deamons might work well too.
There's also some fantasy classics like the Mirliton demogorgon that would be great for that (the one used in the Stranger Things D&D game).

I’d say have a look at Fenris games Cthulhu wars range. The dark Young is a personal favourite.

Reaper has a few pretty good ones, a lot of their elementals and demons would work...or you could go angelic there (And there's some minis that straddle the line such as an angel of death). They've also got some c'thulu style things that have been put out that are really good.
You might also look at the WizKids unpainted lines (Nolzur's and Deep Cuts), which have some rather good options that can be decently sized for causing havoc if you look at the larger ones...though you can get some of the smaller ones that are really fun as well with demons and elemental options...along with dragons and giants that would work, along with some things that are just on the weird side.

If you want something classical, you could look at Schleich or Papo toys, you find them in some toy shops.
Designed for 75mm figures, they have a few fantasy subjects (dragons, trolls etc) but also large dinosaurs (some of the small raptors are really good, but the T-Rex is enormous).
But there is also a huge cerberus, taller at the shoulder than most 28mm figures, hefty, and about 4 inches long. Would be quite a beast if summoned.
I got one a few years ago for Ancient Greek fantasy settings - it towers over all my figures, and is big even when compared to "Wargods of Olympus" figures.

How about tentacles pulling themselves out of a black or flaming hole?
You could even have a cultist being pulled in as a change.

The antediluvian medieval demons are very nice but violate the "not too medieval or Sci-Fi rule" they are very St George and the Dragon tapestry style.
The Scotia Grendel beasts are brilliant but I avoid resin, the same way I avoid Kale and liver smoothies.
The Papo toys are a soft vinyl?
I will get a tentacles set, maybe from Crooked Dice, unless you have a nicer set to recommend?

Not completely soft, but not hard plastic, but pre-painted anyway.
Some are actually quite reasonable paint jobs, I have a couple of Schleich dragons (wingless) that look pretty good. and impressively large. But I'm lucky that the local branch of Toymaster usually has a good assortment

I did see him but he looks more like an alien hippie singing in the chorus of a musical comedy than any sort of summonable terror.
