Title: Rebel and Patriots Rule Question

Sorry if this has already been asked. In Rebels and Patriots the Native stats give them a fire factor; but in the same stat breakdown it states that they cannot use the Fire Action. Is one of them a typo? Any clarification will help - thanks in advance.

Never mind! I forgot about the Skirmishing Action.

Correct!
You cannot fire with all the 12 dice but just half of them before or after moving.
