So far the only fantasy “Arabs” (or medieval Persians?) I’ve found in 15mm are those by Splintered Light Miniatures and Peter Pig.

So, what other choices are there in 15mm for Umbarians or Haradrim (fantasy Arabs/Persians)?

What about Xyston's Scythians (https://www.scotiagrendel.com/Xyston/index.php?main_page=product_info&cPath=2_3_68_70&products_id=255&zenid=7ludm3slqcspddlbf0ac8osg71)? You get the beards, the not overly tall stature, and the axes.
You could also use Essex's Rus axemen (https://www.essexminiatures.co.uk/collections/15mm-ancient-asiastic-hordes/products/hsa15).

Also might be worth looking at Donnington Miniatures, they have a range of crusaders and all sorts of stuff hidden in their older ranges.
I’m working in 15mm atm and Peter Pig, Essex and Donnington all fit well though all three seem to have variance between their ranges. Just finished up a Splintered Light 15mm fantasy humans and I was surprised by how slight they are (gorgeous tho), but they still work with those above.

If you are looking for Arab looking figures try War and Empire Dark Ages Arabs, they are the one I am considering for Harads.
I will use their Vikings for Dumbar, Normans for Gondor and Saxons for 'Dale' good humans

Khurasan Miniatures Khurasanians (link (https://khurasanminiatures.tripod.com/khurasanian.html)) might make good Easterlings. The only kink being no chariots (wainriders) if that is important.
