I am thinking of converting some of these Westwind "Colonial Police" figures into Shanghai Municipal Police (SMP) of the 1920s or 1930s:

Obviously, they will require head swaps, although SMP did sometimes wear pith helmets.

Anyway, what sources are there for 28mm figures of separate heads wearing peaked caps? A mix of European and East Asian faces would be ideal. What about separate Indian heads wearing turbans, as in British service? Thanks!

Might these Empress heads work, or are the cap brims too floppy for a British-run police force?

If your plan is to snip off the heads and auger out a hole in the neck to accept the new head...I might suggest you instead try your hand at sculpting peaked caps from green stuff - carefully trim/file away the unwanted hat and build up a new shape- easypeasy!   I bought my green stuff from Murch at Pulp Figures
