I'm planning on using the Shadows of Brimstone ones as a ruling caste and the North Star ones as lowly grunts.

PERFECT!

looking around, here in the uk mierce miniatures do some fabulous 'naga', at eye-watering prices...

a niche for NS to fill with a reasonably priced kit of plastic naga types - think it would be a decent seller?
Having said that, I think I've read that the investment necessary for producing a box of plastic figs is considerable (to say the least), so who am I to say ...

Judging by some leaked pictures new Games Workshop dark elves have some medusae like unit (not the big hero type). The upper side seem to be just about size of standrad GW dark elf but instead of legs they have naga like snake tail -maybe these would make good conversion material for legless snakemen.
Also after seeing pics of painted snakeman in new northstat newsletter I like them more.

think they're do-able as an alterative 'type' from the same box too, given by another photo I've seen somewhere ...

There's the Dark Eldar Sslyth, which is a bit too advanced for GA.  It would not be hard to swap those weapons out though.
