Is there any system with customisation and small miniature scale ala Rogue Stars?

Well Song of Blades and Heroes comes to mind. If you add all the extra books, it’s pretty nice regarding kustumizashun

However be aware that it’s d6 based and much simpler than Rogue Stars.

I believe sellswords and spellslingers is a co-op/solo skirmish game where random enemy activation is the core of the gameplay. No idea how close to rogue stars the character creation is but i think it's pretty different in terms of what it tries to do.
