I need some suggestions for the background table surface. 
It needs to be portable, beige and gritty I guess. (and cheap)

I've got some Jarvis 'urban' mats but they aren't very good. 
They are thick paper and don't lie flat plus they are patchy, I'm going to cut them up as roads I think.

Would textured spray paint work?

That basically what this is.  I wonder if textured spray on cloth would work?

In the meantime...  wriggly tin shed and stone setts.

Shed is corrugated card and setts are plaster cast in a laser cut mould.

I'm pondering making a silicone mould but it'll need a positive mould making first so it's a lot of fuss.
Might try a wax master.

Lots of effort really but the result is what I wanted!  These are unpainted.

Is it clear up of debris or as barricades or protection?

I think it's been cleared from the koeingsplatz prior to the subway and volksdome work. 
It's too consistent and disorganised for a useful barricade. I reckon it's been sorted and stored there. 
There are other pics of neatly stacked slabs elsewhere too.

OK had an idea...

If I make a absolute shed load of scatter then throw out a cloth and pile it all up...  but I will need a lot of scatter!

Could work - doesn't need to be everywhere. Can use coloured sand too.

However, looking at your first efforts and the source picture, I want to point out there's a stone (fifth from the right), that's slightly out of place compared to the photo. Are you going to reposition it?
