Wouldn't that have been after the surrender? In the final weeks the area around Berlin was a mess: they had children of 12 fighting and finally the Nero Decree, although that was generally not carried out. I'm not sure that there was much repair or clearance work going on by the time the allies got to the Reichstag.

The whole square had already been cleared and work started on the subway and volksdome; it was halted mid war IIRC. The victory monument had been moved to the teirgarten and all the gardens ripped up too. Its where all the small buildings infront of the Reichstag came from.

It is very possible it was post war (its been hard to tell) but I really think the stone was there before the end.

Update.

I've added the brickwork to the main building windows, I was unsure but it looks a lot better with some variation in texture.

Loving the look of the corrugated iron and 28mm posters (Grinning skull via Wargames Vault)
