Ironically enough, it looks like it matches the Tomb King model in the army book. On page 60 it shows a Tomb King with that body and a different weapon, however it also shows a chariot driver with that particular weapon. Sorry I can't be of more help.

Pictures is not very good, but I think it is the leader from the first Army-Box of the khemri. They had three leader-figures (a king/sorcerer on undead horse, a queen and a foot leader). I painted him some years ago. The arms broke several times, because the were not so well made.
But the pictures is not very good.
