Just add a few blobs of greenstuff here and there for shoulder/knee pads and they should be just fine.
The painting is crap but nothing that a quick once over and a wash would not fix.
 ;)

I just ordered a bag of 50 models, which should be plenty for my needs and more importantly it means I'm just under the customs limit :)

I like the idea of a little greenstuff work, they could possible be turned into superheroes or thugs with a little creativity. I'm thinking that masks and balaclavas can hide the semi blank faces.

They do work well. If you go for numbers, you really don’t have to do much to them IMHO....

Those Dr. Zombie, Railroad figures do look nice.

I like the more modern look to them.

Are they 1/48th scale?

Would love to see something similar, in 25mm (yes, old school minis), and 28mm, for Sci-Fi/Ultramodern/Modern periods.

Are there plastic miniatures available in these scales, for civilians, at low cost?

The only 28mm civilians I know of in plastic are the ex Wargames Factory now Warlord Survivors.

I guess you can get trainpeople in all the commonly used train scales.

Thanks for this thread and links folks!  My next project for my Mech Attack city is to add civilians.  I've got a good amount of generic looking heroclix but I want to fill a city that's roughly 8x8, so I'm going to need more.

For those in the states, I found the same lots (for notably less money) on ebay by just searching for the exact same item title. 

As for superheroes and thugs, I've found that old heroclix are so cheap that I'm not even sure it's worth the effort to convert the railroad cheapies.

IIRC they are scaled at the higher end of the spectrum as well, about 32mm.

In Europe you can get the superfigs civilians from Old Glory UK on request. He imports from the US every few months. Good service.

It belatedly occurred to me that I actually have taken a size comparison pic of an Aetherium miniature and a 2nd Ed Space Marine:

Looking at that it seem the humans in the line'd be rather close to 32mm to the eye.
