Are the new Perry Peninsular war Portuguese suitable for the 1. CW as Well?

No, not at all. The best option is a mix of the BAL and Royal Marines figures but you'll still have to convert some minis.

Not an expert on the Portuguese but I think the Perry BAL infantry in coatees should pass as line infantry if you're not too picky about uniform details. The Caçadores will be trickier to source though. 

I wish Michael Perry would revisit his Carlist War range and add a few more things (including figures for which the dollies were created ages ago, such as Carlist infantry in shell jackets) but his focus seems to be on other periods right now.

For the Caçadores you can use a mix of Perry Cape Wars infantry in shell jackets for campaign dress and BAL Rifles. Caps are OK but the shako will have to be scratchbuilt/converted.
