Want to model some fallen pine needles in 28mm. Looking for a suitible material - preferably already brown, but will consider anything. Thanks.

Loose leaf tea has been suggested by others in the past I seem to remember. Or take a look at the dried herbs selection of your local supermarket?

Given that pine needles would be really small at scale how about getting some cheap decorating brushes the right colour and chopping them up small?
cheers

Dried rosemary seems better than tea leaves (which would work great for deciduous leaves) but might be too big and probably need to be properly colored.  At least rosemary looks like pine needles.  Curious to see what you finally settle on.

Pine needles would be tiny in 28mm. How about some appropriately colored silfil/static grass?  Mix it in with some watered down matte medium and spread the paste on where you need it.

Or, in the same line as the paintbrush idea, get some brown jute twine and cut it into the lengths you need.
