I've always fashioned bushes and shrubs from rubberised horsehair daubed with tacky white glue and then liberally covered with a suitable scatter material, before sealing with cheapo hairspray. Was curious to know what other techniques are out there...

In North America rubberised horsehair is a little hard to come by unless you are buying it bulk. Lately I have been using 3M Contour Stripping pads:

They can be cut in strips to make hedges like the one in this picture:

Or teased into shrubs like these:


As well as used for branches of trees:
