Great start on your buildings.
I have spent a lot of time in the last few years,
thinking how to build a Hue battlefield.
I still have not settled on what I want to do.
Seeing you start on your's, makes me think I need to get started.
With all the new figures coming out, its an excellent time to refocus.

The forthcoming ranges are a great motivator.  :D

I see Hue as an interesting wargame, what with ‘block by block’ fighting it lends itself to small as well as large boards.  The ‘difficulty’ I had was in deciding on old or new city, then whether to stage the terrain as early (limited destruction) or late (in places flattened) and settled for broadly in between the two.

I've visited Vietnam, admittedly not Hue and the small modern concrete/ brick dwellings from the 50s-70s  far outnumber any larger colonial structures at least in Saigon, as you might expect.

As an aside, the Italeri train station makes a good proxy for some of those French buildings. The roof is battle damaged, if you want an intact version, it's easy enough to replace the roof tiling with vac formed sheet. Don't be put off by the nominal 1/72 scale. I find it works well with 28mm. Overall a very useful kit compatible with a variety of settings.

Regarding vehicles, the Disney  Cars has a number of 1/55 models that look like they might be suitable.

Also look out for the Welly range. They are nominally 1/60 but more like fit the box. They do a great little 2CV, perfect for Vietnam that fits well with 28mm. If you tire of Vietnam you can always sing Lloyd Cole songs to it.

The 2CV sounds intetesting. Are you sure it fits 28mm? On ebay it is labelled as scale between 1:24 - 1:39

Don't see why not, quite a lot of vehicles of French origin show up in photos from Vietnam.

If you chose to build one. Then there's a good starting point in The Follies range. It's a generic truck with the banners built in.
A quick wheel change would up date it .
