I'd recommend looking at AndyM's Mega city one thread /drop him a PM. He also recently had a feature article in Wargames Illustrated recently on his Dredd project.
If you've the time there's a tutorial on converting GW imperial guard into proxy Judge's. Here's a couple of guard conversions plus a converted Judge Minty (Dags kindly sent me two.)
Mark.

I'm sure that I have seen a range of proxy judges somewhere... but they were resin.

I've seen conversions with Space Marine Scout bodies and heads/shoulder pads from Puppet's War but I can't find them... again, not metal.

Have you looked at Mad Robot Miniatures? It depends if you want classic or a more modern look like these are....

https://madrobotminiatures.com/index.php?main_page=advanced_search_result&search_in_description=1&keyword=Police

The best heads(for me anyway) were HH78. On the second page.

Hope that helps!

Thanks for your responses, just got a reply from puppetswar.eu, they have stopped production of the iron eagle shoulder pads.

I'm very much looking forward to the new 2000AD Warlord releases. JD is next on the slate. In November I was told it would be late summer.
