You can wear items (pants and shirt) of different degrees of wear - and then the color will be different. But this does not explain why the "faded" trousers are significantly smaller than the faded shirts.
But the photo of the team of the armored train clearly shows that many shirts are much whiter than the faded trousers. In another character, the pants resemble a sea-working uniform or civilian clothes (wide trouser-leg at the bottom).
As for the Red Army men, I have descriptions of the fighters who even went to the parade in underpants (trousers) due to the lack of uniforms. And these pants were really made of white fabric)))
