Have a look at some of the Airfix 1:48 Brithish army kits. The British quad bike kit could be useful.

Oops - wrong scale!

I've just had a look at what is available - pity there aren't many civilian/militia types (other than the Afghan types in pyjamas and African militiamen). Have you considered converting WW2 partisan types?

I canít find a UK stockist though I see Dominos on the Belgian/French Border carries quite a selection of the range. Though postage is pretty hefty relative to the cost of the figures, Iíve actually  been there before and am likely to be pass by again.  8)

If you search 1/35 post apocalyptic on eBay you'll find a lot of these figures available from China etc for fairly sensible prices (and mostly free postage)
I don't know though if they're "genuine" or reproductions and what the casting is like.
I have some on the way and will post pics when I receive them
