I've a street fighting Indian Mutiny game coming up shortly.  Consequently I have been thinking about Sepoys and how they are rated in table top games.  I've concluded that Sepoys might best be represented as British troops without a higher command structure rather than native troops. 

I don't yet know how this will play out in the game but it has been an interesting point to ponder.  So much so that I wrote a blog about it.  If its of interest to you it can be read at:

When I’ve done Mutiny games, I rate the Sepoys as trained but with larger units to make them more difficult to command/ less flexible. Your approach should work to have the same effect.
