Where can I find non combatants?

I have a rather daft idea for a large demo game and for it i need maybe 100 civilians/non-combatants. Human not alien. In modern / near future dress. Extra points for protesters carrying plaquards.

Any material ok, but cost is clearly going to be an issue. Not going to pay £3-4 per model.

I have considered plastic railway figures, architectural figures even acrylic laser cut silouettes that i could have in bulk and then add just handfuls of key painted figures. But they don't turn out that much cheaper and are significantly poorer.

I am wondering if there are any current zombie games, or judge dredd, or anything like that where basic civilians might be available en-masse?

Any and all recommendations welcomed :-)

thats a great start. I'd prefer more peaceful protesters than rioters though, but there are plenty of signs and opportunities to easily modify a few things

You can get this set of 5 for £16 but their use may be limited for your needs.

I have converted Copplestone Castings figures by removing weapons etc from the Future Wars and Kiss Kiss Bang Bang series.
Some Crooked Dice miniatures are also suitable.  Wargames Foundry have some in their Street Violence range SV067 Factory Staff and SV068 Street Violence Civilians.

Architectural models from Ali/ebay. I bought pack of 100 in mixed modern dressing for around 10$
They are pre painted (but really bad) and better proportioned than miniatures so they are tall.



Havent tried to convert them though

I just yesterday made a list of HeroClix civilians, for use as, well, civilians... And there's actually quite a few available too!

I checked them on this one webstore that sells most of them for under USD 1, and most go for about 50 cents. So I bought me a huge bunch...  :D

Thanks for that list. I got some research to figure out what I like.
Also crooked dice has a few more modern civilian figs. Brought over from the old Apocalypse isles  range. Spectator ops range has some modern civilian figs for the middle east, but you can paint them up any way you want.
Black hat has a few civilians and I think the wild in the street crusties would make some descent protesters.

Fate Amendable to Change have a  couple of cyberpunk type civilians (originally Antenociti's Workshop). At £4 each probably a bit more than you would willing to spend on a huge mob figure though.
