Pulp Alley will definitely work with JD.  You could have some fun with making up rules for Psi Division as that would be the main thing missing.

Pulp Alley and 7TV both get my vote I like both systems.

I would also like to add This is not a Test (Worlds End Publishing) to the mix. Its a fun system that can be modified easily to Dredd.

There is also Reality Edge (same company, same basic system) which has a few rules for cybernetics and hacking if you wanted/needed them

This is Not a Test is an interesting suggestion. I know almost nothing of those rules beyond the name, so I may need to check them out. While I own and enjoy Galactic Heroes, I have to admit for my purposes they don't work so well due to their weak solo capability (which makes up 50% or more of my gaming these days). Thank you again for all the input!
