From these comments, it seems you need to write your own set of rules for the kind of games you want to play. Go for it.

I agree with this except I think you need to use Rezolution as a base. Rezolution is a really good cyberpunk rules system that goes being just including humans.  The inclusion of magic though complicates things. Shadowrun is a unique and complex system even as an RPG. Any attempt at a conversion of it will prove difficult wether it's and rpg conversion or trying to make a miniature game. I wish you luck and hope you find a suitable solution.
