I'm trying to find a good miniatures 25-28mm of unarmed citizens in clothing appropriate for 16-1700s for colonial Americas.

I guess there are quite some difference in dress between 1600s and 1700s but you will find a fair selection among the following:

Foundry
Perry
FrontRank
Redoubt
Warlord

There is also a potential in open handed artillerymen  ;)

The Colonel Bill civilians look very useful, are they 25mm or 28mm?

I painted up a few Foundry ECW civilians. They fit well with Warlord Games and Perry Miniatures ECW ranges so would also work with TAG, Bicorne and Empress. Here are 3 of them in front of a Fenris Games stone wall:

I'm in the same search as I play skirmish games mostly in the period you mention. I would recommand Front Rank for eighteenth century Europeans but as humans are varying much in height and shape, you could add any other figures from Crann Tara to Galloping Major (militiamen).
For the seventeenth century, costumes may be mixed from Thirty years war to say Grand Alliance and indeed later for peasants or poor colonial people. The wealthy dress more according to each period main design. North Star has nice middle century civilians, upper brand ( protestant clergy, nobleman, two ladies). English civil war ranges provide some useful figures, for the Puritans for instance, and suitable villagers.
The several Renaissance ranges at The Assault Group offer some very useful civilian miniatures for the second half of the Sixteenth century (to play roughly the Sea Dogs period). For earlier times (the Conquistadores and the early French-English intrusions) you must see Warlord Games' marvelous Pike and Shot Landsknecht civilian range!
