28mm Roman Sudis (sharpened stakes)

I purchased a lot of Foundry EIR Romans (among others, including two larger bags of Ral Partha Greeks) and the seller was kind enough to put a LOT of extras in, including a whole bunch of bags of 28mm sudis in metal.

I’m not sure who would have made them.  Each is several inches long (maybe 4, I haven’t measured), the stakes are driven into the ground and tied together.

Any ideas on the make?

First corps makes them, I use the three caltrop system for mine
