A CANADIAN local hobby store with a small selection of historical wargames miniatures (mainly from Warlords). They also have a great selection of paint and hobby accessories from Vallejo, Army painter, AK Interactive, Green Stuff World and more.; https://www.kingdomtitans.ca/us/

It does depend at what point you want to represent your fields - at full cotton harvest time or still green but with some white bits showing.  If the former, lots of white bits on pretty dry plants, if the latter, mostly green with just a bit of white here and there.  Just google: images of cotton fields - and go from there.

In full “flower” they look almost completely white.    I’d be stick down rows of small bits of a grey green lichen then dab on white snow flock.

Go to google images.  Put in:  cotton picking.    You will see that mature cotton plants are about waist high.
The stems at this point are brown.  The plants are bushy.
I thought about it long and hard, and eventually bought pre-made cotton plants for RR terrain.   2 boxes made one fie;d of about 8 x 11.
Of course, if you want to make more, it would get mighty expensive.

I like the lichen idea-  with one big change:   Look around for brown lichen.
