Plynkes the Empress NNH figure looks smaller due to the rider being seated on a Basuto pony which is smaller than horses used by British and Volunteer units. This was done purposely by Empress to reflect the smaller sized horses used by African troops.

Don't think that applies to the ones in the lower picture, though. The Empress looks smaller there, at least to me. Though, like I already said, not enough to bother me.

Plynkes I use both Perry and Empress Mixed on my table and like you said it’s nothing to bother about. I guess Perry are slightly larger than Empress but it’s definitely not noticeable with large numbers of figures in play.
Paul Hicks of Empress fame is currently working on the Orange River range Africa 1840s to 1850s for Iron Duke Miniatures. The Basotho wars currently being sculpted. Some stunning figures coming up and worth checking out the website

Yes, I am very much looking forward to seeing that range. It's not like I don't already have enough figures to paint, but I can see myself being tempted by those.
