I suppose if you can imagine it, it can be playable.
For instance there was an article in Wargames Illustrated about the American Civil War and British intervention therein, aptly flanked by recommendations for ranges. (Both of which were Perry ranges, and quite good ones at that!)
And there is the tricky bit I suppose, if you fancy to have some visual representation of your forces past some tokens or square's labelled 'infantry regiment so and so' you'll have to find apt figures that fit in the period collectively.
Experience wise though? Never played a game with the criteria you've mentioned.
