It would be worthwhile to check out various manufacturers of Wild West and Colonial ranges for civilians, Boxers, Boers etc. They were what I used for my game ‘back in the day’. Good luck with your search!

Could "Peter Pig" WWII French Resistance fill in for some roll or another? I have plans to use them in Pulp Games as Merchant Sailors on steamer cargo ships.

Apart from what’s already mentioned by yourself I’d also recommend Peter Pig Western and a few of their other ranges as suggested by War Monkey as Firefly is pretty low tech compared to a lot of sci-fi and there’s a mass of brilliant models hidden away in a couple of the ranges. My experience with Oddzial Osmy (Pico Armour) is that they’re a little chunky and large (also made from adamantium or some other mystically hard alloy) - nice enough sculpts but looked odd next to my PP and GZG minis.
