Another thought that occurred was to use car body repair resin which comes in a lovely red colour. If you mixed it with a low amount of hardener you could just pour it where you wanted it and get very close to your pic.

I still think the hair mixed with pva or resin would be your best bet as you could store it seperately and not have permanently encroached terrain pieces.

OK, here my idea:
thin down PVA a bit (to slow the drying rate)
dye it red
cut some pieces of wool string of approptiate size and thickness (the nets where vegetables are packed in could be useful too)
separate a portion of the glue mix and dunk the wool into it - let it soak
take it out when it is between viscous and liquid - arrange as necessary
separate more of the glue mix for different shades of red, drip the gloopy consistence stuff on the strings

varnish it glossy with a brush and several layers

How about using a Cat Litter Mat? We've got one at home that looks and feels a bit like rubberised horse hair. It is made of 'tufted plastic fibres' and has that stringy look about it. It is a bit heavy, but you could get one and crop it to size and use it as groundwork. A rectangular one is available 53 x 32.2 x 3cm

There was an article in a recent White Dwarf (cant remember which one - possibly March or April) about modelling Tyranid pools, and from memory the final result looked similar to what you're trying to produce. Might be worth checking it out.
