How about East Riding Slicks? Oldies but good, if you can forgive the high collars.

It's not big, or clever, but let's do it anyway

BRILLIANT!  :o  I completely forgot about those guys, thanks mac!  And the collar is no problem, I'll probably chop that head off anyway and not trying to preserve the collar makes that job easier anyway.  :D

I picked up one of these on sale at the weekend. Besides coming with some neat dogs, with a tad bit of work you have a dead ringer (or the closest you'd find without making one from scratch) for Advanced Riot Gear from New Vegas. Arms and head are separate FYI. It does have a (unseen) riot shield strapped to its back though. Its resin, so not difficult to get rid of, and easy enough to sculpt on a Camel Back like the in game set has.

Hmm interesting, I like it.  :)

Does anyone have any ideas for Reaper Miniatures that could be used for Vault dwellers, Raiders and super mutants?

Unfortunately, there is not much in Reaper's range that suits Fallout genre. However, there is one really good super-mutant model:

Browse Reaper's Chronoscope range ( https://www.reapermini.com/OnlineStore/Chronoscope ). No raiders there, but you might find some models usable as vault dwellers, depending on your sci-fi'ness tolerance.

Hello!
New model to our "Nuclear Sandlot" series: LAMIA (light antipersonnel mechanical independent armour)
32 mm, resin casting. One additional head and two palms are included.
Spherical joints allow you to assemble hands and head in any position you need.

The Tech Acolytes almost look like they could have been sculpted by Igor Karpov... which is great as I am using Lead Adventure for all my Fallout figures!

Agreed, they do have his style.

Hmm.... I think they are about as good a stand-in as I've seen without requiring any kit bashing/converting. I think possibly crossing Perry WW2 tin helmetted-heads with Perry colonial Brit bodies, sculpting the chest armor and adding modern weapons might come closest to the in-game models. I'm tempted to follow in your footsteps rather than go through all that work however.  lol

Gamecraft now offers a Nuka-Cola vending machine:

http://gcmini.mybigcommerce.com/28mm-nuka-cola-vending-machine-28msce001/

I like that the Nuka-Cola sign is part of the sculpt but the machine itself looks a bit ... too real-world maybe?

It looks nothing like any nuka machine I've seen. Just a generic drink machine. Useful enough, though.
