You could try Irregular miniatures, again sculpting wins no prizes...
Oh and armorcast have some of the old lance and laser, some Olley's armies too.
Vendel are now availiable from Sgt Major minis under the name "molon labe".
Mirilton (grenadier) are at miniature heroes for any UK adventurers.
Ummm... Mannequin miniatures, can't think of any more. :-X

Gentlemen, through two pages of wonderful suggestions, we have forgotten one of the cheapest producers of plastic fantasy miniatures out there!
I speak of course of Wizards of The Coast!
http://www.wizards.com/dnd/Archive.aspx?category=newsresources&subcategory=minigalleries
Granted, the quality in many figures within their official D&D mini range is staggeringly bad, and many otherwise good figures are marred by bad factory paint jobs - but they are one of the cheapest sources available and are packed to the gills with character and style.
Be warned, however that the models are resold based on how rare they are, so something like a fire elemental will cost around $0.99 while a big imposing storm giant will cost you 30-40 bucks.
Definitely worth a quick browsing, if only for the big ugly fantasy monsters alone.

Wizards of The Coast
Left out on purpose (I have a huge collection though) for several reasons; no longer in print, nor was it possible to get single miniatures directly from the vendor, they're plastic, prepainted and not particularily good for wargaming.

They did... not until you asked again though. ;) Just an oversight by me. =) Thanks for the suggestion!

I don't know what they've got but we have the original UK masters, master moulds and production moulds. Don't let anyone tell you otherewise.

Zombiesmith makes some great minis at a good price.  Pig-men and rabbits and other weirdness.
