If you go for Copplestone figs, some of the older Warzone miniatures were by Copplestone too. They're bigger, but the same sculpting style and some have the same poses, so you could use them as Heavies. (esp. Capitol)

Tiny but very nice are the Atomic Café figs from Brigade Games

Mongoose games has the Judge Dredd range. Since Necromunda is nothing other than a gothic mega city one and the Arbites are Judges, it's worth having a look.

I kitbashed GW Plastic kits. The Heavy Weapons were a little tricky, but otherwise it's a great way to go. I ended up with plenty of options for all my gangs.

Chaos Marauders as Goliaths
Empire Flagellants as Cawdor
Dark Eldar Witches as Escher
Eldar Guardians as Van Saar
Imperial Militia (with Catachan legs) as Orlock

If you can pick up sprues second hand, it's a pretty cheap way to go too.

In the Painting, Modelling and Scenery section there are lots of people that make their gangs from other GW plastic kits:

I think often used kits are Cadians and Catachans as Orlocks, Empire flagellants for Redemptionists and possibly Cawdor, and Eldar Guardians as Van Saar.

Basically a lot of uniformed troops can be used as Enforcers, Van Saar or Orlock, but it's the weirder gangs that are harder to do. I had a Goliath gang from normal Necromunda models and an Enforcer Precinct from plastic VOID Viridian Interdict Marines, please excuse the crappy pics:

How far from the Necro background do you want to depart? A few of us were kicking around an idea for a VSF Necromunda, called <<Die Welt der Toten Dampf>> using the same gangs pretty much, but instead of trading houses in the Imperial World of Necromunda, they would be rival treasure-hunting gangs in fin du siècle Europe (and beyond), controlled by the Earl of Cawdor, Count Orlock, Duc D'Lac, Goliath Corporation, Margravine von Escher and Mijnheer van Saar.

It never developed much beyond that, but there are a few Old West style Necro versions around that could be a source of inspiration.

If you're sticking to a more spacey-future wars theme but departing from the background, maybe your Necro gang is a space-pirate crew, like the crew of the Betty in Aliens IV, or Serenity in Firefly. You can shoe-horn anything in there.
