Reading the rules (what there are of them!), I don't think you can half move ,shoot, then move again. The rules don't appear that flexible!
I would use that as a house rule as it makes sense.
Personally I would have the distance moved seperate from other actions as it is more fluid.As these are the "BASIC" rules I would say you can move and shoot or shoot and move, but not break down the movement.
But, Hey it's your game so if everyone agrees it seems ok!

Well, I am sure my daughter would agree, since it was her best tactic!!

I think if I were to make a house rule to go with it, I'd allow it if the combat move value was halved before you used it.....So if you are normally allowed 20 cm, a 'shoot and dodge' move would only allow a total of 10cm....Move 5, get off a shot, move 5 back to cover.

I'm actually pretty new to gaming anyhow....I'm familar with several different rule sets, but have really never really played much at all....
