Yes -maybe because of the blue in her dress? The flat-topped hat? The blue & white stripes?- she has something of Nelson's or Surcouf's sailors, in more... charming :)
A hat swap giving her a tricorne (and removing the goggles in the process) would turn her into a lovely Lacepulp / Lacepunk adventuress (NOT 'heroine': heroines scream and have to be rescued); skilled converters may add greenstuff garters for more 'period' look?

It's actually a very sensible place to put them, ignoring the fact that her hat is rather oversized. Goggles are uncomfortable to wear for protracted periods of time, so if they aren't necessary, you don't wear them. If you want to keep them to hand, they either go on top of your head or around your neck. The neck is also uncomfortable, so your head is the main choice and a hat is better than your head.
So many projects..... so little time.......

Except that when the term "adventuress" was actually in common use it meant someone who advanced themselves socially by providing sex - like Lola Montes or Lily Langtree (probably the original of Conan Doyle's "adventuress" Irene Adler - that's why she's from [New] Jersey).

The tendency in modern English is to drop the gender-based endings, so that a woman can be an "adventurer" or "hero" in exactly the same sense as a man.

It seems obligatory these days for every Steampunk character figure to wear their googles over their hat ::)

Presumably not in tribute to Linda Perry of 1990s band Four Non-Blondes.
