Quick couple of questions:
When using SAGA, with which battle boards is it possible to field an all-mounted force, and is it possible to do so without fielding an all-elites force?

Several forces can field all mounted troops but the only one that can do it at all troop levels is the Strathclyde Welsh I believe.

I think all mounted forces that are not exclusively Heathguards (=nobles) will be hard to do. I agree with Dewbakuk if anyone might be able to do so, it should be Welsh or Strathclyde Welsh. Maybe the Muslims from WI 300 as ell, but I have not seen their rules yet!

Strathclyde weksh - melee orientated

bretons - shooting orientated.

Those two are the bands that would primarily work following the criteria you ask about.

Normans/franks/welsh can all be run that way too but they lose out on some of their battle board uses.

The Norman list allows you to have mounted warriors as well as hearthgaurd
