African tribal warrior spearmen with shield, wearing a tunic over one shoulder. Long and short. There's only one I know of, it would be nice to have units of that 'uniform'. Could be used for quite a few tribal groups. See 'Mutesa':

I started sculpting some myself but lost steam. Copplestone could knock out ten new ones in a single day

Oh, and skiffy civvies and civilian (as in "looks like it's designed for civilian use") vehicles aren't too common either.

Spanish Civil War basic infantry for both sides in 28mm.

Uniformed Irish for the IWI in 28mm.
Civilian MG teams for same.

WWI or slightly post- WWI German police officers in 28mm.

Dutch WWII in tropical uniforms in 28mm.

Fremen in freeflowing robes rather than the film style wetsuit (or drysuit, I suppose) look.
