I'd say an ogre (GW-sized, anyway) would be Huge – even GW humans stand pretty large!

My rule of thumb with 28mm figures is: Big = 2–3m (as per the rules), so essentially 30–40mm.

Huge is therefore 40mm+. Where you cut off is essentially up to you and your opponents, but I'd probably say 50mm is the upper end for Huge (Gargantuan thus coming in at 50mm+). Remember that size comes with disadvantages as well as advantages!

I have a related question on this:
The gods models in the Book are all physically big figures, well over the 28/30mm human size but they do not have Huge or Gargantuan traits listed.
Am I right in assuming that a god created for a non book faction would likewise not  pay the points (or gain the benefit/hindrance) of the trait.

Yep, there is already a God rating. They don't need the others ;)
So many projects..... so little time.......

Dewbakuk is correct – specifically addressed on p.31 of the rulebook, in the last sentence of the Big Trait description.

So you just play as though they were normal (man) size, then? As in,
1) Gods without the size traits always get cover as normal?
2) Anything with a Big (etc.) trait gets +1 in melee against them?

That's the way I would play it. I myself might base my Hades on a throne for instance, which will make him a lot larger, but he wont have any rules for that.
