as for models (1/56 or 28mm) there are two:
one from Copplestone but I could not find it currently in his website
and one from Tobsen miniatures. Both are of 1950-1960 era and so not very suitable for pulp.

Reviresco has Lenin's car in winter service but I think the scale is 1/72 so I do not know if it can go with the 28mm miniatures from Copplestone or Pulp.
Maybe there is some other models from the plastic scale ranges that can be easily converted to some extend.

Sorry, there is an aerosan model (with armoured and unarmoured versions) by Company B, too.

There are Matchbox Snow-Tracs on Ebay, varying conditions and prices.

I used a 1/56 scale matchbox Model T truck and swapped out the front tires for skis and the back tires for treads taken from a 10mm tank.

Google "model T snow" and you should see quite a few prototype examples.

What about something like this?

Take a Corgi Classics Rolls Royce and add some skis to the front. for example;

Poundland had some Russian diecasts last month - mostly taxis and police cars, but I think there was a tracked one too - maybe you might still find one if you're lucky.

Ainsty has several cargo crawlers in its Spy-fi line that might work, although they have balloon tires rather than track.

You might be able to add tracks to them.

Oh, I like the Russian vehicle, do you know the brand?  I'll ask my fiance to pick one up in Moscow and bring it to X-Mas :D
