It´s a Hornby 00 scale Jinty converted into something for 28mm.

You might have a look at Woodland Scenics Scenic Accents line of O gage figures.  Right now I'm holding their pack entitle Deport Workers and Accessories next to a 28mm Reaper/Chronoscope figure, and there is no difference in size.  I'm sure they make train personnel, and I'd be surprise if they wouldn't pass for 19th century.

My, but the "dinerwaggon" would appear to be worth the extra premium on the ticket price. That tottie in the middle stirs the imagination. I hope she's covered by occupational health and safety regulations. If little else....
