The Front Rank draft/draught horses are your best bet as they 'heavy' horse rather than the 'mediuum' sized horses by Perry.

+1 that, and they are real nice to paint.

Warbases have commissioned horses for their range of MDF vehicles.
Don't know what they look like, but Martin is usually friendly (and open to suggestions)

I picked up these which I really like, to go with my 4 Ground General Purpose Wagon from Colonel Bill's.  I keep meaning to pick up some of their oxen too.   Useful for settlers.

Worth keeping an eye on them too.  Discussions I had last year with them suggested they would release Western wagon driver / crew

I eventually found a pair,two actually, I went for the Perry Wars of the Roses wagon horses, beautiful sculpts of horses and they are big enough for the hearse. I also noticed an ACW set of horseholders, one mounted guy with three other horses, throw away the guy and you have four excellent horses for your hitching rails. The purists of course will notice they have McClellan saddles, but I can certainly recommend these lovely figures.
