I have one, a gift from a friend many years ago. I think it is either Redout or Britania as it is of the 'chunkier' style(will be in Western range)It does not have a flash, but one could be added.
Another possibility (as most of the figure is under the cloth) would be a conversion & scratch build the tripod camera.
