They do look spot on for Mega City One. Wargames Emporium who carry Hydra Miniatures in the UK unfortunately don't seem to have them (yet).

Thanks!  Yeah, this project really blew up on me.  It started out as "I wanna do sci-fi like Blade Runner or Ghost in the Shell", shifted to "I like Dredd, let's do that" to "must buy all of the things!" 

To me, Dredd is such a gold mine setting to game and collect, you can just about throw any type of model in there and find a use for it.

I wanted a change of pace, I will try to get focused back onto city folk, though.

Are they going to be just innocent by-standers with some in-game rules and effects or just pure panic stricken cannon fodder?

I think it will be scenario specific.  Sometimes set dressing, other times characters to interact with, or victims to protect/attack, or crowds of moving terrain to get lost in.

In a setting such as this, with lots of people packed into confined spaces, it's necessary to have civilians populating it.
