[COMMERCIAL] Combat Patrol: WWII To be Released Soon

I am about to release a new set of rules for WWII miniatures gaming.  The concept involves using cards not only to manage unit activation but for combat resolution, movement, morale, etc.  This greatly speeds play, because there is no need to look up and cross index things on tables; however, you get all the sophistication you want in a skirmish game.

The decks will be sold in two sets, A and B.  Each set has four 50-card decks to support 4 to 8 players, each with a different colored back, as well as a 24-card activation deck.  When combined sets A and B have eight different colored backs.  The basic rules and a sample scenario will be available as a free .pdf download when from DriveThru cards when you order either set A or B of the cards.  The advanced rules and vehicle rules will be a separate .pdf download.

Hi,
Im a bit unclear about how to get the rules.
On the website you can buy the cards and a pdf of the rules which is watermarked. But it also says the rules are free.

Where can i get the rules for free? i would like to check them out before buying the cards which i know are needed for play.

If I have to pay for the rules as well I'm not sure why they would be watermarked?
