Looking for a modern zombie game

I've done some searching here and have only found various zombie miniatures.  I'm looking for a modern day (1990-2010) zombie game.  I plan on building a city board and flushing it out with wrecked cars and burned out store fronts.  I would like to find a fun game to play using it as well as paint up a bunch of modern day zombies and heroes/heroins.

Can anyone give me some opinions on the following:

A modern day zombie game
Manufacturer of zombie models in different poses
Manufacturer of modern day civilians (non-military, police are OK)

P.S.
I've seen Zombies!!! and I don't think that really fits what I'm looking for, am I wrong?

occult wars are great covering all horror but the zombie rules have been great in the games we play, as far as figures like they said hasslefree are a must plus coldwar etc.

We've got eight modern zombies now, and I'm waiting for the last four greens from the sculptor for a hospital themed eight pack.

There are also some special police/agency characters.

We've got an NBC suited clean-up team in the works as well as some monsters and mutants of various stripes.

For rules there are many out there, each with their own merits...it kind of depends on what you are looking for.  Here's a bit of a rundown on those that I am familiar with...

Zombie Apocalypse (just reprinted from Precis Intermedia)

This is the one that I tend to use most of the time (though I have the first edition from Game Werks).  Each character has 3 basic stats;  brain, brawn and spirit...iirc.  Spirit is used for activation and morale, so if you fail your activation roll you might freeze up or have limited actions.  Brain and Brawn each have a number of corresponding dice that are cashed in for actions (so a character with 2 brawn and 1 brain could aim(brain), fire(brawn) and then move 1d6(brawn) etc).  Zombies only have 1 Brawn so they move or attack.  They start off un-spawned as zombie tokens.  A token is generally 1-6 zombies, but can be up to 12 if it gets close enough before being activated.  Zombie tokens are activated when in line of sight or through character search actions.  Zombie Apocalypse is a simple, easily modified game that runs pretty loose.

This is a free set of zombie rules, the old version was fun and simple, but it was real tough for the zombies to be a challenge.  Hopefully they have worked out those kinks.  Definitely work a look though.

All Things Zombie
I have it, but have not played.  It uses the now famous THW reaction system, which frames actions and reactions in an encounter.  Since I play zombie games mostly at games days/conventions with kids I feel these rules take away too much control from the player.  Some of the strong points of the rules are the solo capability (if you're into that), and the campaign system for generating encounters etc.  I also like the fact that actions such as firing a gun or making noise can spawn new zombies in the area.

As to zombie miniatures, I make my own from heroclix miniatures.  They are very easy to cut apart and they glue back together very well, plus they are fun to experiment with and come up with some crazy zombies (I have a professor x fig as a zombie in a wheel chair, a blob zombie and several shambling upper torso zeds).

I actually have, and was planning to use, the Zombie Apocalypse game.  I have the version from Game Werkz (which is standalone and it appears the new game is not).

It has all paper tokens (which I have all printed and cut) but I'm considering buying plastic, laser cut, skull tokens from GF9.  I'm just not sure if I want to get the 12mm mini skulls or the 25mm.

I looked through the rules for the other games that were posted here and I really like the simplicity of Zombie Apocalypse.

Now I need to find vehicles that are appropriately sized.  From reviewing posts made here I believe 1:43 die cast vehicles are probably my best bet.  Opinions?

I think I will stick with zombie casts from a single manufacturer so that they are all the same 28mm size instead of various heights of 28mm.

Unfortunately, that leaves me in a weird spot for 28mm modern civilians.  I'd like to buy some with weapons and some without weapons or with minimal gear.  I would also like them to be as close to the 28mm scale of the zombies as possible.  Is there a manufacturer that makes both?

Finally, I'll have to create my city.  I want to make the buildings instead of buying them.  I think it will be more fun that way.  I also need to make some sidewalks, I believe I'll make those out of resin.  For the base of the whole thing I'll probably use 4 2x2 pieces of plywood.  I'll drill holes in the thin sides of them and use small dowels to hold them together during play.  What is the best way to texturize it in order to make it "street like"?
