Hmm, difficult to get both armed and unarmed and zombies in the exact same size. Your best bet would be to go for coldwar figures and then use Hasslefree for your armed (and a few unarmed) civilians etc there is even a Yank cop striaght out of the Dawn of the dead remake. Other smaller manufactures would fit some of the sci fi ranges etc

1:43 vehicles work great.

For adding texture to buildings I use stucco patch, joint compound or concrete patch.  Alternately you could use adhesive backed cork.

These are some nice looking packs.  Are you planning on having many more civilians in your lineup?

We'd like to. Unfortunately we're running short on cash for sculpting until maybe March of next year, especially since we got a few more things that we're still waiting on. It's definitely on the list though.

Still in the pipe for the horror line is an eight pack of hospital zombies ( just needs to wait for more figs to fill a master mold), a couple of dogs with police armor, (the sculptor is taking his sweet time with these though...) a two pack of wolfman/werewolf, and a giant crab that I'm just waiting on the resin castings for.

I'm actually trying my hand at sculpting a few things for it. A couple of mutant plants, and some giant leeches. I'd try some zombies, but right now I suck at sculpting faces.

I wouldn't worry too much about that when it comes to zombies  lol

Some other companies make optional heads for theirs (Spyglass, for instance, each z comes with a bare had and a head with cap or helmet). One could just lob off a bad head and use a spare  ;)
